The purpose of this article is to examine current citizenship policy and issues in the European Union. In the Maastricht Treaty, the EU citizenship included various rights such as free movement and residence, the right to vote and to stand as a candidate at municipal and the European Parliament elections and so on. There are problems with respect to the EU citizenship as follows: limited entitlement of political rights to the third country nationals, restricted free movement and resident rights of CEE(Central and Eastern Europe) country nationals and immigrant and the formation of European Identity. Specifically, Turkey and the Balkan countries’entrance to the EU will be able to cause new difficulties in the extension of the EU citizenship and the enhancement of European identity due to the dissimilarities of cultural aspects with Western European countries. The EU will be able to find solutions for the problems in relation to current issues in the EU citizenship through the extension of political rights, full free movement and residence right and the inclusion of cultural right to be based on multiculturalism in the EU citizenship to strengthen European identity.
