[경제] A Genesis of Poverty and Inequality in Brazil

Brazil remains one of the most unequal countries in the world. This paper traces the sources and developments of inequalities in the country’s labor, land and capital markets to explain the persistence of inequality across time and space. The paper argues that inequality is closely linked to Brazil’s historical legacy of exclusion, with successive attempts at strengthening social inclusion, most notably since the 1988 democratic constitution, only having had limited success. Although progress has been made in the provision of some public services across social strata, high concentration of land and financial wealth, uneven education outcomes across income groups and states, an overall regressive fiscal system, and institutions that foster insider-outsider dynamics remain at the core of Brazilian inequality.
