[정치] 유럽연합의 확대정책과 과제: 제5차 확대 이후를 중심으로

This study is about the policies and current issues in relation to the enlargement of the EU. The EU enlargement plan and supports of the EU membership by political elites and people in CEE(Central and Eastern Europe) countries have resulted in the fifth and sixth enlargement in 2004 and 2007. After the enlargements, the EU faced new issues about deepening, migration, neighbour country policy and European identity. It shows that the enlargement policy coexists with the deepening of European integration through the examination of the European Security Defense Policy. Even though there are also current restrictions with regard to migration of CEE nationals and third country nationals, the limitations will be able to be relaxed with economic development in CEE and entitlement of full European citizenship to the nationals in the countries. In the meantime, the enhancement of European identity is more problematic with the enlargements. The low turnouts of the 2009 European Parliament election in CEE shows CEE nationals’ indifference to the European Union affairs and institutions. The delay of Turkish entrance has been influenced by some concerns about the damage of European identity. To strengthen the European identity, the concept need to include cultural rights on the basis of the European Union Citizenship and be involved in the European Constitution.
