Ratings for the Governance and Policy Program for Khyber Pakhtunkhwa Project for Pakistan were as follows: outcome was moderately satisfactory, Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: ownership is important for continuous momentum of governance reforms and the successful implementation of the project. The choice of instrument - investment project financing (IPF) with performance-based conditions (PBCs) and a technical assistance (TA) component - provided financial and non-financial incentives to deliver intended results. Flexibility during implementation is important in fragile and low-capacity environment. For a project that has multiple implementation agencies and beneficiary organizations, a clear results framework, supportive implementation arrangements and regular progress monitoring are crucial. Incremental operating cost (IOC) spending should be clarified upfront, included in the Operations Manual and subject to review and approval. Dedicated efforts and strategies are needed to ensure inclusion of and impact on women and the Government requires more support to develop these. The information and communication technology (ICT)-based solutions can support improvements in public service delivery. For the sustainability of project interventions, institutionalization of interventions supported by adequate budget allocation is important.
