Ratings for the Income Support Program for the Poorest Project for Bangladesh were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: the government’s sharpened focus on the early years’ agenda was on no small part due to the interventions supported by income support program for the poorest (ISPP) and its precursor, the Shombhob pilot. With new and simpler technologies being developed every day, this issue may not be a bottleneck in future operations, but teams should be cognizant that technology is a not a panacea and should accommodate the potential impediments that will need to be addressed, particularly with new technologies. The project design failed to account for readiness of necessary inputs and systems and preparedness of partner agencies, resulting in implementation delays by over two years. Teams need to be cognizant of the capacity of partners and ensure alternative arrangements are in place during the design phase. Providing a prominent role to local government and community stakeholders can build ownership and sustainability. Project sustainability could have benefited from more aggressive branding and continuous visibility.
