[환경] Investment in Innovation: Global Trends, Collaboration, and the Environment

The fragmentation of production value chains has broken the direct link between production and consumption such that the emissions from producing a good are not necessarily associated with where that product is consumed. One implication of this is that environmental concerns cannot be solved by a single economy acting alone; cooperation between economies is required. As an increasing proportion of global emissions is attributable to emerging nations, policies that encourage the diffusion of green technological solutions (eco-innovation) between developed and rapidly industrializing economies should be designed. One mechanism by which technologies may spread throughout the world is collaborative eco-innovation, which occurs when firms from different economies collaborate on innovation activities. We provide an overview of the global trends in eco-innovation and collaborative innovation and show that collaborative innovation has grown substantially, especially in certain technological disciplines. The increase in eco-innovation provides some optimism that human ingenuity will be able to mitigate some of climate change’s and industrial pollution’s most detrimental impacts. However, eco-innovation can only really be useful if these technologies are rapidly disseminated internationally, and collaboration between economies is one avenue by which more ecological innovation may take place, which may accelerate the rate at which economies are able to undergo a green transition. The challenges and policy implications from a developing Asia and the Pacific perspective are discussed, with an emphasis on developing more resilient supply chains.
