Ratings for the Naghlu Hydropower Rehabilitation Project (NHRP) for Afghanistan were as follows: outcome was moderately unsatisfactory, Bank performance was moderately satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: experience of NHRP indicates that critical electricity generation infrastructure, such as hydropower plants and dams, are not targeted during conflict. Bank should validate this observation with data from multiple fragility, conflict, and violence (FCV) situations to inform its strategy and decision on investing in generation projects. While engaging in the energy sector of FCV situations, Bank should prioritize assessment and investment, if feasible, in large existing generation projects. In situations where the security risks are high, it is practical to hire individual resident experts who can work alongside local engineers and technicians at site and project management unit (PMU). In the FCV context of Afghanistan, it is challenging to effectively mobilize a panel of experts and comply with Operations Policy (OP)/BP 4.37. Electricity access projects should finance customer connections and meters to ensure grid extension results in delivery of electricity services.
