[정책] Retrofitting Cities in the Global South: Achieving Low-Carbon Pathways by Bolstering Municipal Finances in G20 Countries

As the world is increasingly urbanizing, cities are emerging as critical sites for achieving global targets (e.g., Agenda 2030, NetZero, and New Urban Agenda), directing fiscal investments, generating jobs, and maximizing infrastructure investments.
Given the rising urbanization trends in the Global South G20 countries, the need for smarter housing, mobility, waste management, and energy efficiency is increasing.
Cities in the Global South, especially G20 countries, must focus on retrofitting buildings, infrastructure, and the built environment of existing structures.
Expanding and improving the financial health of urban local bodies will be instrumental in building carbon-neutral, sustainable cities and achieving the climate targets and new urban agenda by 2030 and beyond.
There is a dire need to fully realize the diverse roles and functions of cities—as enablers, guarantors, aggregators, and implementers—in order to tap alternative and innovative sources of revenue for urban local bodies (ULBs) by effectively utilizing retrofitting interventions.
Mainstreaming the urban infrastructure agenda in G20 knowledge-sharing platforms, work programs of the Urban 20 (U20), Energy Transition Working Group (ETWG) and prioritizing it in Cities 40 (C40), U20 side events, particularly from the perspective of the Global South, should be a priority.
