[행정] Bangladesh - COVID 19 School Sector Response Project

방글라데시 국외연구자료 연구보고서 - World Bank 발간일 : 2023-06-21 등록일 : 2023-06-24 원문링크

Ratings for the Coronavirus Disease 2019 (COVID 19) School Sector Response Project for Bangladesh were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was high. Some lessons learned included: development and delivery of remote learning content is a complex and ongoing process that requires extensive collaboration and consultation with all stakeholders from the design stage. While working with partners and stakeholders to provide technical assistance (TA) can be useful, it is also important to ensure that the TA activities can withstand the erosion of expertise. Decentralizing support services through a sub-grant scheme, based on student population, can expedite implementation, and ensure ownership at a school level. Trainings for teachers, whether virtual or in-person, should include checks for comprehension and prioritize follow-up support. Conducting foundational learning assessments is an essential first step in ensuring that students get the support they need; however, a clear plan should be in place on how these assessment results will be used within the system. Continuous M and E of project activities is crucial in a fast-paced and rapidly changing environment. Effective project leadership remains central to implementation and success of operations, and therefore this aspect deserves more attention through high-level communication, if needed.
