In 2013, at the 19th International Conference of Labour Statisticians (ICLS), the forum where standards relating to labour statistics are deliberated and adopted, it was decided to make a distinction between work and employment. Earlier there was no distinction between work and employment. Now the employed are considered as a subset of the workers, that is, not every worker is considered to be employed.
