루마니아에서의 부패(Corruption in Romania)

In 2014, Romania ranked 69 out of 175 countries in the Transparency International Corruption Perceptions Index and has the second largest black economy in Europe, corruption being one of the reasons for Romania not being accepted into the Schengen area yet (Chiroiu 8 April 2015). In order to improve its image outside and inside the borders, in the last years, Romania has deepened its anti-corruption investigating activities, using the National anticorruption Directorate (Directia Nationala Anticoruptie NA) that arrested and convicted numerous high profile politicians and business figures, in a total of 1.138 people only in 2014. Observers believe that in the long term, the fight against corruption will bring enormous benefits to Romania. Currently however, the action of justice leads to a decrease in private investments and delays in signing contracts with firms that execute government projects. The public investment expenditures dropped last year to the minimum in the last seven years. On an international scale, the anti-corruption efforts only improved on a small degree Romania’ image, the country still not having a clear answer about its accession to Schengen.

This paper aims to make a detailed presentation about corruption in Romania, starting with an explanation about the meaning of the term and its development in the Romanian society, during and after communism and ending with the effects of the fight against corruption in the last years and future previsions.
