Korean ODA policy changes toward the LDCs : in line with the OECD-DAC recommendations and a special reference to Laos

This thesis is about the policy changes of Korean ODA toward the LDCs to comply with the DAC recommendation. As an emerging donor, Korea became an OECD DAC member country in 2010. Two years ahead of its membership, Korean government requested the DAC to conduct the Special Review on Korea’s ODA system. Among recommendations from the Special Review, this study only focuses on the policy regarding the LDCs since the international society is making a lot of efforts to reduce poverty and halve the number of the LDCs. The DAC recommended that Korea should concern the three issues in terms of aiding the LDCs: a) allocating more resources to LDCs than higher income group countries, b) providing more grants than loans to the LDCs, and c) untying aid to the LDCs. Through Strategic Plan and the Mid-term ODA policy for 2011-2015, Korean government applied these recommendations. After 4 years from the Special Review, the DAC Peer Review of Korea in 2012 found that Korea has increased its ODA volume to LDCs as well as proportion. However, the other two issues have not showed significant changes. Therefore, this study analyses why the two are hard to achieve and gives some suggestions. In this context, Korean ODA policy changes with regard to Lao PDR, one of the priority partner countries of Korea among other LDCs, is reviewed to get deeper understanding.
