[법률] IMPROVEMENT OF MONGOLIAN GOVERNMENT SERVICE, ITS LEGAL REGULATIONS

In this article, I have discussed the ways to reform Mongolian civil service as well as the importance to keep it composed of career bureaucrats hired on professional merit. Based on the studies, I have concluded the significance of its stability, that their institutional tenure must be able to survive transitions of political leadership. It is not uncommon to get fired from their job as the newly elected political party comes to power. Therefore, it violates the main principle of the civil service system, which is to hire on professional merit. It also creates doubt in citizens’ trust in government. Administrative court is now flooding with governmental workers who were terminated from their job without justification. In the end, all the compensation at termination affects state budget greatly, which is already in pretty bad shape even without this much pressure. In conclusion, I offer a solution to improve legal backgrounds to keep the civil service system consists of professionals, apart from the political parties, as well as the wages should be paid by the administrator who made the unlawful decision.
