[정치] Promoting Administrative Reform in Times of Political Transition in Nepal

Democratic movements have incurred significant changes to the political system in Nepal, where the civil service has to work within a new political system rooted in many diverse values to which the prevailing culture of the public sector is not accustomed. The transition from a unitary to federal system will certainly cause colossal reform to take place as it brings urgent and numerous challenges for reform, since globalization has made the public voice more insistent in raising questions about accountability and the effectiveness of the public sector in Nepal. Although Nepal has had several administrative reform commissions to strengthen public administration to date, the implementation of reform has largely been neglected owing to the pervasive influence of political parties, ideological disputes, and bureaucratic pathologies that displayed increasing government failures. This paper thus explores administrative reform in Nepal after the assurance of democracy in 1990 and post-2006 after the introduction of structural changes.
