Since the 1990s, energy reform has been the key agenda of Mexican political economy. The background of this energy reform was in first place the depleting reserves of mexican oil and decreasing oil production. But later mexican governments have prepared more complex energy reform aiming at developing renewable energy sources like wind force, solar energy, small scale hydropower, geothermy and biomass energy. The result was the introduction of energy reform decrees that permit 'Incentive Service Contract' for PEMEX's oil exploration and exploitation service. Also power generation by renewable energy sources is being promoted by the several new decrees. Now renewable energy is considered in Mexico as a viable mean of not just increasing power generation, but also solving climate change problem.
