[사회] 독일 다문화사회의 터키인 공동체 -쟁점과 전망-

Today, approximate 9 percent of the entire population (about 82 million people)- nearly 7.2 million - foreign immigrants live in the Federal Republic of Germany (BRD), and about half of them are Turkish settlers. October 1961, “guest workers(Gastarbeiter)” Turks who began to move into Germany currently are Germany’s largest foreign immigrants. Nevertheless, Turks in Germany unlike other foreigners have distinct characteristics in ethnic and religious and cultural parts as different as Germans, and they are having a lot of difficulties about integration into German society. However, though immigrants from Turkey are Germany’s largest foreign group in society, but they are regarded typically as the immigrant groups to challenge against Germany’s traditional civic norms and values, so it has been naturally considered as outsiders who can not assimilate into german society. The invisible barrier between the Turkish community and german mainstream society was placed, though it is in a space that they live in Germany, but they had been living in a different society with a totally different culture, different life, now it is currently underway. Moreover, the German government’s foreign policy has been promoted mainly regulated, integrated policy has stayed negative levels reluctantly. The social integration policies that german government promote has the purpose of entering foreign immigrants into the mainstream society through the law of nationality of immigrants and immigration in Germany rather than ‘pluralistic integration’. Nevertheless, the german foreign immigrant integration policies seems to be a selective assimilation in order to exclude Muslim immigrants in the ethnic and religious heterogeneity step by step. The one of leading cause of tending to converge into the integrated policy to assimilate in mind in the german government’s immigrant integration policy is related strongly with Muslim immigrants of the community organization like the Turks, and their various rights and needs continues to increase in a Western European countries more and more. Above all, the second and third generation’s problem of Turkish immigrant at the level of social integration is the most sensitive issues. To recognize their roles and responsibilities as mature members of german society, that they belong to the Turkish community in Germany is very important matters, also it needs to establish their identity through acquiring and respecting Germany’s traditional values and culture. The nature of turkish community in german society will be prescribed according to whether the Germans who is the mainstream must change to Muslim immigrants as well as Turkish immigrants in Germany accept the german values and culture.
