[정책] 개발도상국 개발협력에 대한 기후변화 통합화 방안 및 방글라데시의 적용 사례

Climate change is a serious risk to poverty eradication and undermines worldwide development efforts. While climate change has been known as a consequence of increased ambient greenhouse gases emitted by developed countries during the last century, its negative impacts are disproportionately imposed on poor people and poor countries. Existing studies and experience suggest integrating/mainstreaming climate change into development cooperation as an effective way to address climate change and development in developing countries. The objective of this study is to raise awareness of the linkage between climate change and development, and to propose the systematic framework for examining and implementing the integration of climate change into development cooperation. For a case study, Bangladesh, which is the most vulnerable country to climate change, is both qualitatively and quantitatively investigated how effectively climate change issues are integrated into its development planning. It is discovered that climate change issueswere integrated appropriately into Bangladeshi PRSP and World Bank CAS for Bangladesh. Moreover, Bangladeshi documents related to development or climate change, such as PRSP and NAPA, contribute to effective integration of climate change issues into assistance strategies of donors.
