[정책/교육] Student's Work: Social Capital in the Czech Republic and Public Policy Implications

Social capital in Eastern Europe has received a fair amount of scholarly attention in recent years, including in the Czech Republic. This paper examines the stock of macro-level social capital in the Czech Republic in comparative European perspective. The notions of “missing” social capital and corruption as negative social capital are explored. The corruption situation in the Czech Republic and the progress in curbing it that was made in the last decade are evaluated. Regressions run with data from the World Value Survey and the Corruption Perception Index show that economic growth does not translate into correspondingly lower levels of corruption in the Czech case. State bureaucracy is identified as a possible reason for the failure to curb corruption successfully. Public policy recommendations and their usefulness for the Czech Republic are debated and a civil service reform is proposed as the most appropriate policy for addressing the situation.
