This note is organized as follows. The first part describes the methodology behind the functional analysis. The second part presents the aggregate results of the analysis based on data from 2 national and 19 regional instruments in Poland. The third part draws lessons and presents recommendations, which depending on the subject are addressed to both the European Commission and Polish institutions (managing authorities and implementing bodies). The nine annexes present further details on the findings and recommendations.
