The World Bank has been working with the Zambia Ministry of Health on a number of analytical products including the 2019 Public Expenditure Review, the National Health Accounts, and the Public Expenditure Tracking Survey. One of the key findings from these studies is that government funds to front line providers are delayed, often don’t reach the intended recipient, and there are considerable accountability concerns regarding the use of funds. This has contributed to the unavailability of critical services at primary health care level, which has affected mostly the poor and vulnerable. To address this issue the World Bank has supported the Government in exploring digital opportunities to channel funds directly to primary care service providers.
