[국제관계] Toward a Mature Defense Partnership: Insights from a U.S.-India Strategic Dialogue

The Stimson Center’s U.S.-India Strategic Dialogue convened Indian and American national security experts and practitioners in 2020-2021. The dialogue—held virtually over 20 hours of group discussion and 40 hours of individual follow-ups—offered insight on competition in the Indo-Pacific, strategic cooperation, and future political and economic challenges.
While the US-India partnership comprises multiple nodes, including trade, technology, climate, global health, immigration, and institutional norms, the dialogue and analysis herein focus on the deepening defense partnership.
Takeaways from the dialogue include the importance of joint intelligence assessments, human talent flows between the United States and India, excess defense article sharing, and up-front discussions of mutual goals and expectations, especially in the maritime domain.
Both Indian and American dialogue participants expressed their desire for a mature partnership, but working towards this aspiration requires sustained attention from policymakers and significant buy-in from civilian leadership. This report offers a set of concrete opportunities to develop the U.S.-India partnership to its full potential.
