Nepal was among the poorest countries in the world and ranked 157 out of 187 countries on the Human Development Index and 141 in overall quality of infrastructure, at the time of appraisal. The total population was about 26.5 million in the 2011 census, with 83 percent of people living in rural areas. On one hand, the country’s economy experienced sustained gross domestic product (GDP) growth at a rate of 3.9 percent per year on average over the past 10 years, above the rate of demographic growth of 1.4 percent per year. The percentage of people living below the international line for extreme poverty had significantly decreased in the past seven years, from 53.1 percent in 2004 to 24.8 percent in 2011. However, the country’s logistical limitations, mountainous terrain, limited road network, and inadequate infrastructure were still bottlenecks for full economic growth.
