The elaboration of the long list of projects commenced relatively early in the strategy elaboration process, and it includes over 2000 projects. Starting from the long list of projects, a project shortlist was elaborated with a dual scope or identifying projects for elimination; and identifying additional projects for inclusion. This vision and objectives were used to organize the long list of projects, to identify the project short list, and to elaborate the Strategy Monitoring and Evaluation Framework.
