Ratings for the Dedicated Grant Mechanism for Indigenous Peoples and Traditional Communities (IPTC) Project for Brazil were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was modest. Some lessons learned included: capacity building is key - but changes in behavior will take longer and require further funding. The non-governmental arrangement worked well and contributed to the exceptionally high stakeholder involvement. Learning, meeting other communities, and executing subprojects has increased self-confidence and strength among IPTC communities. Regional focal points can facilitate helping weaker communities by more advanced ones. Procurement under Bank rules is difficult for grassroots communities with no experience, in remote locations with few if any suppliers for certain goods and services. Remunerated coordinators dedicated their time to the subprojects, helped seeking price quotations for the goods and services, maintain a close dialogue with the National Executing Agency (NEA) and helped keep the Management Information System at Center of Alternative Agriculture of the North of Minas Gerais (CAA) (SIG at CAA) up to date.
