Ratings for the Strengthening Fiscal Management and Private Sector Employment Opportunities Development Policy Credit (DPC) Project for Bhutan were as follows: overall outcome and achievement of objectives (efficacy) was moderately unsatisfactory, and relevance of prior actions was moderately satisfactory. Some lessons learned included: it is critical that DPCs support post-enactment reform implementation actions to ensure that results are achieved. Action completion should not only require internal approval but also the publication of the decision and the amended rules, regulations, or policies. A DPC operation was prepared annually but at times more time was needed before advancing to the next operation to provide sufficient time for critical reforms to be implemented. Reform implementation will have benefited from a broader lending and technical assistance engagement in Bhutan. A better understanding of the development policy financing (DPF) instrument and increased monitoring and implementation capacity in the Ministry of Finance (MoF) can have facilitated the timely preparation and implementation of the DPC program. Future DPCs can consider focusing on a narrower set of critical and impactful reforms (encompassing both macro-fiscal and sectoral areas) for which strong government buy-in exist and for which efforts towards implementation - both on the Bank’s and the client’s side - can be pooled.
