Ratings for the Third Punjab Education Sector Project for Pakistan were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: public-private partnership (PPPs) can be leveraged to support increases in enrolment during fast population growth. At the same time, public investments in school expansion are equally important to sustainably expand school participation. While the project aimed to increase participation and completion rates for boys and girls, project interventions leaned more heavily towards girls’ enrolment, with support to the girls’ stipends program and the launch of the SMS girls campaign. The project has shown both the potential and limits of data systems on education to improve service delivery. The series of projects supporting the education reform program in Punjab has shown the importance of a long-term strategic orientation, using multiple instruments that is closely aligned to the governments’ priorities.
