Ratings for the Nepal-India Electricity Transmission and Trade Project (NIETTP) for Nepal were as follows: outcome and Bank performance was moderately unsatisfactory, and monitoring and evaluation quality was modest. Some lessons learned included: project readiness is critical for the successful implementation of the project. In the case of the NIETTP, contracts for the procurement of works were initiated without necessary preparation, such as obtaining forest clearance permits and completing land acquisition. Given the few structural discrepancies, the team elaborated on the need for change in country systems to create an enabling environment for smooth implementation of transmission lines that should be reflected in legal, governance, and institutional changes. There was no owner’s engineer present for component B to manage the project in the initial phase of implementation. Considering that the project’s implementing entity had no track record of managing projects of a comparable scale and scope, the involvement of an experienced project management consultant and owner’s engineer at the earliest stage of the project was crucial. The implementation of safeguards was a major cause of implementation delay; thus, better preparedness is needed to avoid such delays. Significant delays in implementation of the Bharatpur-Bardaghat 220 kV transmission line have led to additional problems. A specific source of concern and a factor in community opposition was the impact of right-of-way (RoW) easements for transmission lines that passed over private property. A key lesson for the Nepal Electricity Authority (NEA) is the need to review its process of routing transmission lines, with a clear aim to reduce community opposition, which has repeatedly led to delays, additional costs, and the closure of projects without fully achieving their project development objective (PDOs).
