Ratings for the School Sector Development Program Project for Nepal were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: efforts to show measurable improvements in quality of learning are challenging and must be defined with carefully identified targets. The response to pandemics and other exogenous crises should be tailored to the realities of different income (and gender) groups. Major events, such as federalization, affect projects in multiple ways from institutional arrangements to capacity and financing, but an ongoing sector-wide operation offers an instrument to help the government identify adjustments required and define an agenda for addressing them. Complementing the federalization, program-for-results (PforR) operations are especially beneficial in helping address the management, fiduciary, and other broad institutional issues that are required to produce results at the sectoral level in coordination with development partner (DPs); it is important to have dedicated financing for technical assistance (TA) needs for this to be successful.
