Ratings for the Third Phase of the Local Governance Support Project (LGSP3) for Bangladesh were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: continuity in the composition of Government and World Bank project teams is key for the successful preparation and implementation of follow-on operations such as LGSP3. Successful institutionalization takes time and extensive consultations are needed. LGSP3 shows that investment project financing (IPF) modalities, combined with the use of financing agreement covenants, can be used successfully to institutionalize project-based systems and processes in government frameworks. A well-designed and institutionalized system can be scaled up and replicated. The COVID-19 pandemic, which disrupted and slowed LGSP3 implementation and made it difficult for the government to sustain basic block grant (BBG) funding levels (due to revenue shortfalls and competing spending priorities), did not compromise institutionalization (although it probably did affect Union Parishad (UP) implementation of subprojects).
