Ratings for the Power Sector Reform and Sustainable Hydropower Development Project for Nepal were as follows: outcome and Bank performance was moderately satisfactory, and monitoring and evaluation (M and E) was substantial. Some lessons learned included: where it is critical to address a policy agenda affecting more than one sector and agencies in different sectors, it is critical to ensure strong coordination arrangements for smooth and successful implementation. When there is a shift in emphasis during implementation, the Bank should strive to realign the project with the new priorities. Sustainable institutional capacity strengthening requires the combination of a comprehensive training program and an adequate institutional human capital staffing and development plan. The Bank should consider fully specifying the implementation modalities of new policies to minimize uncertainty and implementation delays. The Project initiated the application of free, prior, and informed consent (FPIC) principles in both the World Bank and Nepal.
