As a small and open economy, Montenegro's growth prospects are directly linked to its ability to produce competitively and sell goods and services in international markets. Integration into international markets through exports, imports, foreign direct investment (FDI), and global value chains (GVCs) is of paramount importance. It will allow Montenegro to expand its market opportunities for local firms, increase their competitiveness by offering them access to high quality inputs from abroad and scale up their production. The country will also benefit from the redistribution of factors of production towards more productive sectors, leading to the creation of better jobs and overall economic diversification. This report analyses trade competitiveness and constraints to export growth in Montenegro. Its main objective is to provide the state of export performance (growth, diversification, survival), integration in global markets through Global Value Chains (GVC) participation and help identify the main constraints to export competitiveness, and thus to the country’s more robust economic recovery.
