Ratings for the Competitiveness and Job Creation Project for Ethiopia were as follows: outcome was moderately satisfactory, Bank performance was satisfactory, and monitoring and evaluation quality was substantial. Some lessons learned included: political economy and ownership are the most critical factors for smooth and timely implementation of a high-profile project that implements new policy level initiatives. Having complementary technical assistance, implemented directly by the World Bank, was essential to mobilize global expertise and knowledge and build institutional capacity and systems at the early stages of the program. Impact evaluation should be more closely aligned with project needs. Pre-project resettlement can create problems over which the World Bank has little control. The results framework for such projects needs to be broader and less ambitious. Linkage programs should be modest in ambition and informed by demand analysis. There needs to be effective coordination and active collaboration among development partners. The World Bank needs to reflect on how to resist major changes in project design which risk undermining a project’s economic viability and the achievement of its objectives.
