The country operations business plan (COBP), 2020–2022 of the Asian Development Bank (ADB) for Bhutan is consistent with ADB’s draft country partnership strategy, 2019–2023 for Bhutan, the Government’s priority areas articulated in the Twelfth Five-Year Plan (2018–2023), and operational priorities of ADB’s Strategy 2030. The COBP aligns with the three country partnership strategy pillars, which aim to (i) promote dynamic economic reforms, (ii) improve connectivity for better access to information and markets, and (iii) achieve greater inclusiveness through more equitable socioeconomic development. These pillars are aligned closely with the government’s key priorities. The COBP adopts a focused and differentiated approach to a country that is small and landlocked, aiming to create quality jobs by fostering small and medium-sized enterprises and inclusive businesses.
