ADB's country operations business plan (COBP), 2021–2023 for Bhutan aligns with the three pillars of the country partnership strategy, which aims to (i) promote dynamic economic reforms to foster a resilient and diversified economy, (ii) improve connectivity for better access to information and markets, and (iii) achieve greater inclusiveness through more equitable socioeconomic development. The COBP also supports the country partnership strategy’s focused and differentiated approach for a small landlocked country, aiming to create quality jobs and provide inclusive services by fostering cottage and small industries and inclusive businesses.
