It assesses a mix of fiscal and urban policy levers to identify inefficiencies associated with build-out pattern and infrastructure service quality. The paper also provides insights on how to effectively address unplanned development that occurs outside the serviced local area plans. This is the second in a series of working papers on the topic of land pooling produced by ADB’s South Asia Urban Development and Water Division. The series takes a deeper look at the effectiveness and prospects of land pooling as a land management tool in developing country cities.
