The World Bank education team conducted a Business Process Mapping (BPM) of the school construction program under the Education Quality Reform in Afghanistan (EQRA) Project, which is implemented by the Ministry of Rural Rehabilitation and Development (MRRD). The purpose of this exercise is to understand the de facto processes and procedures that govern school construction processes in the MRRD both in areas covered by the Citizen’s Charter Afghanistan Project (CCAP) and areas outside the coverage of CCAP. The study provides a detailed review of the key processes and procedures and identifies areas for improvement to reduce implementation bottlenecks, reduce risk of mismanagement, and enhance transparency and accountability in the implementation of the school construction program under the EQRA project or other similar initiative.
