The program aimed for enhanced inclusive economic growth and livelihood opportunities through tourism infrastructure development, with a focus on preserving and developing natural and cultural heritage and incidental services. It was to be delivered in five tranches covering four participating states, and was for a medium-term, consistent, predictable, and coordinated support to the sector agencies as regulators and facilitators of tourism development. Tranche 1's expected impact was enhanced contribution of the tourism sector to sustainable and inclusive economic growth. The intended outcome was increased volume of domestic and international tourists to destinations within each participating state.
