ON GOING EVALUATION. In June 2016, the ADB Board of Directors approved a loan of up to $150 million (in rupee equivalent) to JSFB, which could take the form of either a bilateral loan or subscription to nonconvertible debentures. ADB also approved access to technical assistance (TA) of up to $250,000 under the regional Technical Assistance for Business Development and Implementation Support for Non-Sovereign Operations project.
This evaluation aims to assess if the project met its development objectives, particularly if the loan led to increased access to finance for the underserved groups (i.e., women and micro and small enterprises) in both urban and rural areas of India, and if JSFB was able to deploy loans to build and improve sanitation facilities in the country. ADB’s contribution to development effectiveness, additionality, profitability, and work quality will likewise be evaluated. The findings and lessons learned of this evaluation will also contribute to the development of ADB’s Private Sector Strategic Approach and Results Evaluation; AER 2024 Enabling Environment for Private Sector Development; ADB’s Investment and Credit Risk Management of Nonsovereign Operations; and Sector Assistance Program Evaluation for India Urban Sector.
