Ratings for the 2020 Incentive Program Development Policy Grant Project for Afghanistan were as follows: overall outcome and achievement of objectives (efficacy) was unsatisfactory, and relevance of prior actions was satisfactory. Some lessons learned included: reforms that can boost state revenue collection are likely to sustain in fragility, conflict, and violence (FCV) context. Political risks should be clearly and frankly presented in FCV contexts, though some risks cannot be predicted. Systematic intermediate data collection on results indicators in FCV settings can mitigate data scarcity at the time of project evaluation. Development policy operations can help drive important reforms even in critically fragile situations. Parallel support can help support effective program implementation in the context of binding capacity constraints. Flexibility in designing development policy financing (DPFs) is important in the FCV context where there are capacity issues as well as high turnover in leadership and staff.
