Ratings for the Strengthening Afghanistan’s Financial Intermediation Project for Afghanistan were as follows: outcome was moderately unsatisfactory, Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was modest. Some lessons learned included: to ensure better financial access in countries with weak financial institutions (FIs) and improve sustainability of development outcomes, projects should combine direct financial support to beneficiaries with technical assistance (TA) to FIs. Project teams that intend to undertake complex reforms, such as the establishment of a deposit insurance scheme, for which the enactment of a law is a prerequisite, need to be proactive in all aspects of preparing legislation. Adapting to clients’ priorities after project approval is sometimes necessary but should be accommodated only after the client fully understands the consequences, which include implementation delays. Projects in fragility, conflict, and violence (FCV) context that require high level technical expertise (i.e. issuance of credit guarantees and matching grants) face capacity constraints in the public implementing agencies and may require participation of additional, higher capacity entities.
