[경제] Nepal - Fiscal Federalism Update

This first Nepal Fiscal Federalism Update mainly focuses on the developments in fiscal federalism since 2019, building on the extensive review of the Federalism Capacity Needs Assessment (2019). The assessment covered Nepal’s achievements in federalism implementation over the first five years since the adoption of the new Constitution. The data for this update was collected through a desk review and consultations with the three tiers of government, development partners, civil society organizations, and other stakeholders. The desk review examined the regulatory framework; related World Bank, government, academic, and development partner reports; and other publicly available data such as media reports. Due to the non-existence of a federal level consolidated PFM database on the performance of PLGs, the analysis of progress on public financial management in provincial and local governments (chapter 3) faced serious constraints. This report builds on and complements several studies on Nepal’s fiscal federalism, which are listed in Annex 7. They cover different aspects highlighted in this update and can be consulted for more in-depth insights.
