1.The Actions to Strengthen Performance for Inclusive and Responsive Education (ASPIRE) Program for Results (PforR) assists the Government of Pakistan (GoP) in supporting the medium- and long-term response and recovery needs under the COVID-19 pandemic and other education emergencies. ASPIRE, a US$200 million PforR, was designed after the onset of the COVID-19 pandemic to support the GoP to respond to school disruptions, recover access and improve education quality in lagging districts , and enhance sector resilience through better coordination. By focusing on results, innovation and enhancing coordination among provinces and federal government, the Program created the necessary incentive for collaboration, positive disruption, and national results. The Program was approved by the Board on July 31, 2020 and became effective on August 27, 2020. 8.The proposed restructuring consists of the following changes, which are further detailed in the subsequent paragraphs: i) Revise PDO 2 indicator to read “Recover learning poverty in lagging areas/districts to pre-COVID-19 level”; ii)Restructure DLI 10 and reallocate the lapsed US$20 million: a.add DLR 12.2: National diagnostic assessment implemented, and results made public (US$8 million); b.add DLI 13: Implementation of an accelerated foundational literacy program in lagging areas/districts (US$10 million); c.add an IPF component to cover the technical, analytical, and operating cost of PCU (US$2 million);iii)Include NFE Departments of Punjab and Balochistan in the Program; iv)Revise the scope of DLI 9 to include training on foundational literacy and revise the teacher training target in lagging districts; v)Set the exchange rate at which the achievement of DLI 10 is calculated.
