The project was designed to meet the needs of urban residents by optimizing the existing infrastructures and extending the network coverage, improving the management, and developing the capacity of community-based and government-owned wastewater service providers and those in the local governments. Its expected outcome was to have increased access to improved wastewater services for the population in the participating cities.
This report validates the completion report's assessment of the project. IED overall assessment: Less than successful.
