[경제] Kyrgyz Republic - Second Capacity Building in Public Financial Management Project

Ratings for the Second Capacity Building in Public Financial Management Project for Kyrgyz Republic were as follows: outcome was moderately satisfactory, Bank performance was satisfactory, monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: in complex institutional environments with low client capacity, project designs should be simpler and less ambitious and provide realistically sufficient (or extra) time for project’s implementation. It is critically important to actively involve technical staff of the implementing agency in designing a project. Having international experts coupled with local experts has proven to be a winning arrangement, especially during the time of Coronavirus 2019 (COVID-19), when international staff cannot travel to the Kyrgyz Republic to offer in-person implementation support.
