Ratings for the Forests and Community Project for Argentina were as follows: outcome was moderately satisfactory, Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: properly assessing available technical capacities in the field during project preparation (to reach targeted project beneficiaries and expected project outcomes), then setting up robust implementation arrangements involving local agencies, is crucial to ensure project readiness for implementation. A balance between the time involved in community driven development (CDD) subprojects preparation, actual implementation, and generation and measurement of outcomes is important to manage stakeholders’ expectations and achieve results at scale in a limited time frame. The community forest management approach proposed by this project proved to be an effective way to deliver multiple benefits, including poverty alleviation, natural resources conservation, and arguably greenhouse gas (GHG) emissions reductions. The development of a robust theory of change supported by a clear results chain was extremely useful to cope with the massive scale-down of the project after mid-term review, without jeopardizing its project development objective (PDO).
