사회주의 유고슬라비아 연방이 붕괴된 이후, 크로아티아와 슬로베니아는 유고슬라비아 연방으로부터 독립을 선언하였다. 2004년 5월 슬로베니아는 정치, 경제적 발전에 기초해 EU 가입에 성공하게 된다. 하지만, 크로아티아의 EU 가입은 현재까지 다소 지연되고 있는 상황이다. 많은 전문가들 사이에서, 크로아티아는 2010년 말 또는 늦어도 2011년과 2012년 에는 EU에 가입할 수 있으리라 예상되고 있다. 하지만, 그럼에도 불구하고 여전히 크로아티아가 직면하고 있는 대내적인 사회, 정치적 그리고 경제적 조건들에서 기인한 일련의 문제점들은 크로아티아 EU 가입 지연의 주요 요인을 제공하고 있는 게 사실이다. 본 연구자는 이러한 연구 배경을 바탕으로, 본 논문에서 크로아티아가 EU에 가입하는 데 있어 주요 장애가 되고 있는 네 가지 문제점들을 다음과 같이 지적하고 있다; 첫째, 크로아티아 시민들의 EU 혐오주의 양상 확대 문제, 둘째, 행정 개혁 그리고 조직범죄와 부패 방지 문제, 셋째, 충분 치 못한 소수 민족권리 인정 문제, 넷째, 슬로베니아와의 영토권 문제. 이를 기초로, 본 논문의 구성은 우선 제 2장에선, 과거 유고슬라비아 지역 내 국가들에 대한 EU의 역할을 살펴보고, 더불어 이들 국가들의 EU 가입 진행 현황을 소개하고자 한다. 이와 함께, 현재 활발하게 진행 중인 EU로의 크로아티아 통합 과정과 그 준비상황 또한 본 장에서 설명이 이루어질 것이다. 그리고 제 3장에서는 앞서 언급한 내용, 즉 크로아티아가 EU에 가입하는 데 있어 현존하고 있는 주요4가지 장애물들이 무엇인지를 살펴보고, 이러한 문제들이 크로아티아의 EU가입에 있어 왜 중요한 요소가 되고 있는 지에 대해 하나씩 분석해 나가고자한다. 

After the disintegration of Socialist Yugoslavia, Croatia and Slovenia declared independence from Yugoslavia. Slovenia succeeded in joining the EU in May 2004 based on its political and economic progress. However, Croatia’s accession to the EU has been delayed until now. Although it is anticipated that Croatia will be able to join the EU by the end of 2010, or between 2011 2012, some problems resulting from internal sociopolitical and economic conditions can cause significant delays in the process of Croatia’s integration in EU. I classified its main obstacles into the following four items in this article; the euroskeptical attitude of the Croatian citizens, a need for administrative reforms and combating corruption as well as organized crime, insufficient recognition of minority rights, and conflict with Slovenia concerning the territorial problem. Therefore, addressing the role of the EU in the countries of the Former Yugoslavia and the present situation for entrance into the EU, and the process of Croatia’s integration into the EU and its preparatory situation in chapter Ⅱ, I will suggest the four obstacles mentioned are very important determining factors for Croatia’s accession to the EU in chapter Ⅲ.
