[경제] Improving Sarajevo’s Resilience Through Urban Regeneration : Skenderija Complex - Considerations for Future Development

As the largest city economy in Bosnia and Herzegovina, Sarajevo’s economic growth and performance is critical for the continued progress of the country. To help forge a successful path forward, the World Bank collaborated with local partners to help determine how urban regeneration projects can have a wider positive catalytic impact for the city. This report focuses on the Skenderija complex in Sarajevo city center. This report lays the foundation for a new regeneration process that has recently been initiated, placing the site in its wider city context and summarizing the key challenges that needs to be addressed in its redevelopment. Given Sarajevo’s vulnerability to natural hazards (earthquakes, urban flooding) and other potential risks, the report includes a focus on identifying how regeneration proposals can incorporate measures to build greater levels of resilience - for the site and the wider city. The report positions the site in relation to the city-wide and immediate urban context in terms of location, land use, connectivity (transportation and mobility, character assets, and assets in context), heritage, and historic value. The report then addresses the site challenges including previous masterplans, existing uses, public space and user experience, stakeholder perceptions, and hazards and risks (including wildfires, river floods, earthquakes, landslides, air pollution, geo-tech hazards, climate change, heavy snowfall). The reports present five key guiding principles as the basis of a regeneration strategy that looks to build resilience and de-risk the project while maximizing opportunities for investment: identity: respect site heritage and enhance its relationship to context; safety and accessibility: ensure the built environment is designed to be safe and universally accessible; healthy environment: protect and enhance environmental quality with sustainable solutions; economic vitality: a vibrant and viable mix of uses; and people at the center: human-centered design and process for an inclusive and welcoming place.
