Tourism has grown rapidly in economic importance since Montenegro’s independence in 2006. The number of international tourists visiting Montenegro exceeded 2.5 million in 2019, four times the country’s domestic population. The benefits of tourism to Montenegro’s economy are constrained by congestion in coastal destinations, underdevelopment of inland destinations, environmental degradation, weak linkages with domestic suppliers and markets, and the lack of enforcement of sometimes complex regulations. Tourism taxes the environment and, in so doing, imposes negative externalities on the local population. Montenegro's tourists historically originate from the Western Balkans, EU, and Russia. There is large variation between countries of origin in how long tourists stay in Montenegro. Most tourists visiting Montenegro do not venture beyond the coastal areas. Tourism in Montenegro was hit hard by the pandemic but rebounded strongly in 2021. International travel and tourism was suddenly and severely hit by the pandemic, with global tourist arrivals falling 70 percent in 2020. The government, including municipal governments of key tourist destinations, can promote climate and disaster-resilient tourism assets and infrastructure, including nature-based solutions. The government should consider incorporating resilience into tourism development strategy and destination planning, including through risk-informed destination planning.
