[경제] Gender Inclusion in Productive Investments in the Western Balkans

Productive grants are an important tool to modernize agricultural production. World Bank support for productive grants in the Western Balkans has focused on building farmer and institutional capacity for European Union pre-accession. The World Bank has been supporting countries at the European Union (EU) preaccession stage to increase their capacity and ability to administer grants according to the EU Pre-Accession Assistance for Rural Development (IPARD) principles and guidelines. Given its experience with grants and gender-inclusive approaches in productive investments in agriculture, the World Bank can offer guidance to sector institutions on how to make their grant targeting and selection processes more inclusive of women farmers. Despite incentives that intend to encourage the participation of women farmers in grant programs in the Western Balkans, women often do not access such financing instruments because of traditions and patriarchal societies, lack of collateral and association, own perceptions of not being eligible, and grant criteria that unintentionally discourage women participation. This assessment sheds light on the participation and agricultural engagement of female applicants and beneficiaries in calls for productive, agro-environmental, and sustainable land management grants in agriculture and forestry in the Western Balkans.
