Abstract

This paper focuses on wind energy policies in the emerging wind energy markets and provides lessons learned from developed wind markets and three new markets—Mongolia, the Philippines, and Sri Lanka. It is based on the work done by the Quantum Leap in Wind Power Development in Asia and the Pacific (QLW), a project funded by the Asian Development Bank to facilitate wind power sector development in developing countries.
